Total denial

United Nations special rapporteur on extra-judicial, summary or special executions Philip Alston ends his 10-day investigation in the Philippines today with a briefing attended by activist organizations, friends, supporters and families of victims of the more than 800 victims of extra-judicial killings under the Arroyo regime.

Alston criticized the Armed Forces of the Philippines for being in a "state of almost total denial" of the involvement of its members in the killings. He reprimanded AFP chief Gen. Hermogenes Esperon Jr. for taking the word of retired Army Major Gen. Jovito Palparan, tagged as "The Butcher" by human rights groups, over the testimonies of witnesses and families of victims.

"When the Chief of the AFP contents himself with telephoning Major Gen. Palparan three times in order to satisfy himself that the persistent and extensive allegations against the General were entirely unfounded, rather than launching a thorough internal investigation, it is clear that there is still a very long way to go," Alston said.

He also called upon Pres. Gloria Macapagal-Arroyo to acknowledge the magnitude and gravity of the human rights situation in the Philippines and to immediately issue a statement condemning killings.

Alston went on to urge the Arroyo administration to release the report of the Melo Commission, an independent fact-finding body initiated and formed by Malacanang as a result of growing pressure on the government to probe the killings.

The Melo Commission has initially submitted its findings to Malacanang but it refuses to divulge the full report to the media and the public. Arroyo's spokespersons argue that the Melo Commission is not yet complete and lay the blame on victims (mostly from leftist groups) who deliberately ignored the hearings, citing that they refuse to accept the sincerity and impartiality of a Malacanang-led probe and that the Commision is bound to fail.

Alston, however, in his statement said, "The report was never intended to be preliminary or interim. The need to get 'leftists' to testify is no reason to withhold a report which in some ways at least vindicates their claims...Extending a Commission whose composition has never succeeded in winning full coooperation seems unlikely to cure the problems still perceived by those groups. Immediate relase of the report is an essential first step."

While Alston's statements clearly vindicate the victims, he relents that he is "powerless" to put a stop to the killings. His statement, albeit very objective and clearly in sympathy with the victims, will be translated into a complete report to be submitted to the UN Human Rights Council in three months' time. The UN, however, still does not have the authority to sanction governments found guilty beyond doubt of human rights and international humanitarian law violations.

As if to prove this distressing point, a journalist and two more activists added to the list of victims of extra-judicial killings during Alston's stay.

The youngest and first student victim for this year was Farly Alcantara II, a 22-year-old graduating business administration student from the Camarines Norte State College and was leader and spokesperson for activist group League of Filipino Students. He was shot dead by still unidentified gunmen Thursday night four meters away from the gate of his school.

Alcantara was the fourth youth victim from the Bicol region. The other student leaders killed were Rie Mon Guran of Aquinas University in Legazpi (July 31, 2006) and Cris Hugo of Bicol University (March 19, 2006), both LFS leaders; and Joel Asejo of Bicol University (October 1, 2002) of youth group Anakbayan. Others like University of the Philippines students Karen Empeno and Sherlyn Cadapan remain missing to this day after they were abducted by unidentified military troops last year.

The killings remain a state policy of terror that only Pres. Arroyo and her butchers in government and the AFP can put a stop to. If anything, Alston's statement has once again triggered an international clamor to stop the killings and emboldened victims and witnesses to unite and act now to demand an end to the senseless and unjust bloodshed.

Ang Krisis ni Walden Bello

Previously, Walden Bello, a reformist, anti-NatDem personality announces his candidacy for a party-list representative in Congress, citing the killings of ND activists as his main motivation. This is hypocritical and blatantly opportunist as Walden and his party are known as one of the forces who bad-mouth the ND left and tag them as front groups of the CPP-NPA.)

Ang pangalan ni Walden Bello, bilang akademiko at aktibista, ay laging kadikit ng krisis. Katulad ng presensiya ng doktor, ang pangalan niya ay sintomas na hindi maayos ang mga bagay-bagay: Krisis ng neo-liberalismo, liberal na demokrasya, maka-korporasyong globalisasyon, estratehiyang pangmilitar ng US, at iba pa. Ngayong nagdeklara siyang tutulong sa pagbibigay ng lunas, nalalantad na nasasadlak siya mismo sa isang krisis.

Nitong nakaraang mga linggo, idineklara ni Bello sa sanaysay na kumalat sa internet ang pagtakbo sa Kongreso bilang nominado ng Akbayan! Citizens Action Party. Bakit daw? ?Dahil gusto kong magkaroon ng plataporma para kondenahin at labanan ang patakaran ng pamamaslang na tinanganan ng militar ng Pilipinas laban sa mga aktibista at mamamahayag.?

Sinabi niyang mahigit 700 ang mga pinaslang, gayung mahigit 800 na ang bilang. Sinabi niyang ang dalawang estudyanteng dinukot ng hinihinalang mga militar ay mula sa departamento niya sa Unibersidad ng Pilipinas. Ang totoo, isa lamang.

Kung anuman, sa dulo ng sanaysay ay humingi si Bello ng suporta ? na malinaw na nakatuon sa dayuhang mga foundation, organisasyon at indibidwal na sa pagkakaalam ng marami ay lagi ring kadikit ni Bello at mga kauri. Ang suporta, aniya, ay ?kritikal at puwedeng mangahulugan ng kaibahan ng tagumpay at kabiguan? sa halalan.

Sa isang banda, malaki ang potensiyal na kumita nang limpak-limpak ng tambalang ito: Heto ang isang akademiko?t aktibista na sikat sa progresibong mga organisasyon sa daigdig. Heto naman ang pinakamainit na isyung pampulitika sa Pilipinas na nakabudyong sa mundo.

Mabilis ang tugon ng Kilusang Mayo Uno: ?Si Walden Bello at ang Akbayan ay doble-karang mga oportunista. Sa Pilipinas, pinasasama nila ang progresibong mga party-list bilang mga legal na prente ng CPP-NPA-NDF, ginagawa silang bulnerable sa mga atake habang sa labas ng bansa, nagpapanggap silang nagsusulong ng mga karapatang pantao at nagsasalita laban sa pampulitikang pamamaslang para makalikom ng pampinansiya at pampulitikang suporta.?

Itinala ng KMU ang mga pahayag ni Bello na nagdidiin sa progresibong mga organisasyon sa bansa bilang prente ng mga komunista.

Higit pa rito, gayunman, ang pagkakasangkot at paglahok ni Bello sa mga pakana ng Estado laban sa Kaliwa. Sa sanaysay na ?Ang Krisis ng Progresibong Kilusan sa Pilipinas,? sinang-ayunan niya ang pagtinging ang Marxismo ? at sa partikular, ang CPP-NPA-NDF ? ay ?walang maunlad na konsepto ng mga karapatan ng indibidwal? Kaya kung ang isang indibidwal ay pinaghinalaan o hinusgahang kaaway sa uri, siya ay wala nang likas na karapatan sa buhay, kalayaan, at paggalang, at kung ano ang mangyayari sa kanya ay nakabatay lamang sa taktikal na mga pangangailangan ng Kilusan.?

Nalathala ang sanaysay noong 1992, sa pagsusuri ni Bello sa krisis ng Kaliwa sa bansa noong mga panahong iyon. Sa mga pahayag na ito, sinasabi ni Bello na nakaugat sa batayang mga prinsipyo ng Kaliwa ang pagkakamaling nagawa nito noong dekada 80, ang pamamaslang sa mga kasapi nito. Sinasabi niyang walang maunlad na konsepto ng karapatang pantao ang CPP-NPA-NDF.

Ang pagtinging ito ni Bello, at ng ibang kasama niya, ang tinutuntungan ngayon ng rehimen para sabihing ang CPP-NPA-NDF ang may kasalanan sa mga pamamaslang, hindi ang militar at lalong hindi ang rehimeng Arroyo.

Sa aklat niyang On the Subject of the Nation [2004], maging ang intelektuwal na si Caroline S. Hau ay nag-uulat na noong 1989 ay naglabas ng panuntunan at patakaran ang pamunuan ng CPP sa ?pagbabantay sa indibidwal na mga karapatan? maging ng pinaghihinalaang mga espiya ng militar sa hanay nito: karapatang ituring na inosente hanggang mapatunayang maysala, magkaroon ng abogado at mag-apela, maiparinig ang panig sa pagdinig, harapin ang nag-aakusa at tumawag ng saksi. Dito, ?absolutong? ipinagbawal ang tortyur gayundin ang ?pagmaltrato at paghamak? sa mga inaresto.

Sadlak si Bello, samakatwid, sa krisis ng kredibilidad. Nagpapahayag siyang nais labanan ang patakaran ng pampulitikang pamamaslang, gayung mahalaga ang mga isinulat at sinabi niya sa propaganda ng rehimen at militar hinggil rito.

Lumahok si Bello hindi lamang sa pagtuturo sa makabayan at progresibong mga organisasyon bilang legal na mga prente ng mga komunista. Lumahok din siya sa pagpapasama sa imahe ng rebolusyunaryong kilusan ? na napatunayan na ng mga pangyayari na walang batayan.

Karapatan maging ng pinakabulok na mga pulitiko ang tumakbo sa halalan. Ang panlilinlang at oportunismo, gayunman, ay ilalantad at hahatulan ng mga mamamayan.

We, subcribers of Globe and citizens of the Philippines, demand that the Commission withdraw its approval of the new Globe unlimited texting promo which replaced Globe Unlimitxt and resulted in a price increase. The NTC must stop it immediately and restore the old unlimited texting rates.

We feel aggrieved and insulted by the sudden change, the lack of prior consultation or public hearing and the absence of complete information on the new Globe unlimited texting service approved by the Commission.

We condemn the deception of Globe Telecom. The stoppage of Globe Unlimitxt and its replacement by the new promo has resulted in a 100 percent increase in unlimited texting rates. From P50.00 for five days, the rate is now P80.00 for four days. Such a price hike should be taken back by Globe and authorization withdrawn by the NTC. The NTC should closely study all new promos that purportedly provide ?wider choices? but turn out to be so deceptively and cleverly crafted to sneak in a price hike. Thus, the NTC is duty bound to correct its mistake by ordering Globe to bring back Globe Unlimitxt.

We urge the NTC to take a pro-consumer stand vis-a-vis telecommunications corporations who are known for disrespecting and abusing subscribers through unfair promos, warrantless price hikes, arbitrary pricing, low quality services, and bad customer service.

We demand immediate action from the Commission. The NTC must respond to the consumer complaint filed by TXTPower on Feb. 1, 2007 which we fully support.
