Command Responsibility
Conrado De Quiros believes (as we have also pointed out in our last entry) that the president should be held accountable for the political killings for 'command responsibility,' as Marcos have also been charged for the same.For sure Arroyo knows that atrocities are happening, and tolerates, even encourages it.
